Public Works representative Ricky (surname not specified) said Geo Hydro has been used consistently for soils and material testing and is local and responsive. "They are local, they're very responsive, so that if if it a drop of a hat, we needed them to come out and look at something, they have always been very responsive," Ricky said. A council member raised the city purchasing policy, noting a threshold that requires bidding for purchases above $25,000. Ricky said he would go back and confirm the applicable threshold and whether the work could be broken into smaller task orders for internal purchasing rules.
Staff recommended approval and indicated the testing would include MPDES reporting for erosion control. The council discussed the option of breaking the scope into separate tasks (concrete, steel, soil) to meet procurement rules. The proposal was moved to the consent agenda.
