Gainesville council adopts Fair Street neighborhood revitalization plan and approves fiscal‑year budget adjustments

The Gainesville City Council on May 6 adopted BR 2025‑15, a neighborhood revitalization plan for the Fair Street/Newtown/New Holland area, and approved two budget adjustments — AR 2025‑03 (second quarter) and AR 2024‑04 (third quarter) — to reflect changes in fiscal 2025 revenue and spending.

Deputy City Manager Angela Shepherd summarized the three resolutions before the council and said the neighborhood plan was prepared by Campus Planning Group in partnership with the Gainesville Housing Authority and with input from area residents and stakeholders. Shepherd said adoption is required for the community to be eligible for programs administered by the Georgia Department of Community Affairs.

“A neighborhood revitalization plan was developed to consider options for creating new or additional attainable housing in the Fair Street, Newtown, New Holland neighborhood,” Shepherd said. The council voted to adopt the plan and to approve the budget adjustments; motions passed unanimously.

City staff said financial services presented the budget adjustments at a prior work session and that the changes are needed to reflect actual activity during the fiscal year. The neighborhood plan provides a framework for future improvements and will be used to pursue state administered program eligibility and grant funding; any specific projects arising from the plan will require separate approvals and funding actions.
