The Lee's Summit Planning Commission at its March meeting unanimously recommended approval of two separate right‑of‑way vacation applications tied to previously approved development projects.
PL2024‑093: Vacation to support apartment project
Staff said the applicant seeks to vacate roughly 4,400 square feet of former Sloan Street right‑of‑way that became a remnant after Main Street was realigned during a 2022 plat for Lee's Summit Logistics. The hatched area on staff's exhibit would be absorbed into the adjoining apartment parcel to the east and retained as green space. Hector Sutter, senior planner, told the commission staff recommends approval because the remnant serves no public purpose and its transfer will allow the apartment project's final development plan to proceed.
PL2024‑218: Vacation to support Oldham Village infrastructure
Sutter presented a separate request tied to the Oldham Village project approved by the city council on Jan. 14. The application would vacate an L‑shaped piece of Jefferson Street right‑of‑way and a segment of Market Street north of Purcell to allow construction of a private drive and a turnaround that will serve pad sites and two parcels not currently part of the Oldham Village development. Staff noted a condition of approval: because the existing roadway will remain in use while Jefferson Street is realigned, the vacation is conditioned on completion or sequencing so that public access is not interrupted.
Commissioners asked about long‑term access and whether the new private drive would interconnect with the northern parking area; Engineering Solutions’ representative said the drive is intended to provide access for specific lots and is not planned to create a through connection to the northern portion of the site. Both applications received a motion to recommend approval and passed on unanimous roll call votes from the commissioners present.
