Bellmead council approves mobile-food rules, master fee schedule and telecom tax change; minutes approved with corrections

The Bellmead City Council approved three ordinance actions and moved a consent-item amendment during its April meeting.
Council voted unanimously to adopt the amended mobile food (food-truck) ordinance (Ordinance O-2025-001) after staff incorporated two additions the council requested at the prior meeting: mobile units must come into compliance within 30 days of the ordinance effective date, and the amendment contains no grandfathering or exemptions for existing units. The council followed with a separate, corresponding update to the master fee schedule (Ordinance O-2025-002) to align fees with the revised ordinance; that vote was unanimous.
The council also approved an ordinance to repeal a telecommunications sales-tax exemption in order to begin collecting local telecommunications sales tax (Ordinance O-2025-003). City staff explained that many Texas cities already collect this tax and that the repeal will allow Bellmead to receive the revenue (staff estimated the earliest effective date would be Oct. 1 following required state processing). The council voted in favor on both the ordinance reading and the subsequent roll call.
On routine business, the council moved to approve the minutes from the March 11, 2025 meeting with corrections; members approved the minutes but recorded a 4–2 vote on that consent item and agreed to bring corrected language back for council review at the next meeting.
