Council advanced to second reading an ordinance vacating portions of Southwest Jefferson Street and a miscellaneous right-of-way associated with the Oldham Village redevelopment; staff recommended staged vacations timed to lot acquisitions and infrastructure triggers.
Lee's Summit City Council advanced an ordinance on April 8 to vacate portions of Southwest Jefferson Street and adjacent miscellaneous right‑of‑way to clear the way for the Oldham Village redevelopment. Staff recommended approval contingent on conditions that set trigger points for different segments of Market Street to be vacated when adjacent improvements or conveyances occur.
Why it matters: the vacations are part of a larger Oldham Village project that will realign Jefferson Street and create commercial pads at the Southwest Oldham Parkway intersection. Staff said the current Jefferson alignment will not serve a public purpose once the project’s new intersection is complete.
Staff presentation and findings
Hector Soto, senior planner, said the primary Jefferson Street segment is about 34,000 square feet and will become redundant after the realignment associated with Oldham Village. A separate miscellaneous branch of right‑of‑way has never had a roadbed and protrudes into adjacent property; staff recommended vacating that portion as well.
Soto explained Market Street was split into two pieces (labeled A and B) so that the northern piece (A) could be vacated immediately because it abuts property acquired for Oldham Village, while the southern piece (B) must be held until a new private drive is constructed to provide access to an industrial lot at 1304 Southwest Market Street. Staff revised conditions between planning commission and council to reflect those different trigger points.
Council questions and action
Council Member Shields asked whether the remaining northern portion of Market Street still needs to be vacated; staff replied conveyance and other mechanisms were in process that make full vacation unnecessary at this time. The council advanced Bill 25‑063 to second reading; the clerk recorded the vote as passing 8‑0.
Ending
The ordinance will return for second‑reading consideration; staff said the vacation language will include the phased triggers described in the conditions of approval to ensure continued access for properties not acquired by the Oldham Village developer.
