Committee recommends vehicle procurement contract framework to full council; approves action letter and agenda

The Lee's Summit Finance & Budget Committee voted to recommend ordinance TMP 3256 to the full council and approved routine procedural items at its April 21 meeting.

Mark Stinson, fleet manager, described TMP 3256 as a procurement authorization to use an existing Johnson County, Kansas, contract that lists multiple dealerships and would cover 2026 model-year vehicles. "This request will be more for the approved fiscal year 26 budget vehicle purchases," Stinson said, adding that staff anticipates about 18 vehicles and an estimated total near $1,700,000. He clarified that any vehicles priced over $75,000 would return to the committee for separate approval.

- Recommendation of TMP 3256 to full council: A motion to recommend ordinance TMP 3256 (authorizing use of terms with multiple dealerships for vehicle purchases for one year with four one-year renewal options) was made and seconded; recorded votes were "Aye" from Bear Shields; "Aye" from Vice chair Lopez; and "Aye" from Council member Funk. Outcome: recommended to full council.

Stinson said the Johnson County contract included responses from dealers in both Kansas and Missouri and that the city would use the contract to help address long lead times for vehicles. He emphasized that the contract approval enables staff to move quickly after the FY26 budget is adopted.

No dissenting votes were recorded in the audio transcript for these items. Committee members did not request additional changes to the vehicle procurement language but reiterated that purchases over $75,000 would return for committee review.
