The City Council advanced a preliminary development plan for an Express Stop convenience store at 3394 NW Village Park Drive to second reading after the applicant met with council members and answered questions about operations, buffering and site orientation.
Eddie Musalet, the applicant, described his experience operating convenience stores and said the proposed Lee's Summit location emphasizes fresh food, coffee and grab-and-go items rather than liquor or vaping products. “We focus more on food as far as, you know, like, other gas stations are doing more liquor, vape… we're more… gas station food, coffee, you know, stuff like that,” Musalet said.
Agent Eric Schlicht and the project team described the building orientation and landscaping plans intended to create a buffer along View High Drive and to align with future corridor improvements. Staff confirmed required mailed notices were sent to property owners within the 300-foot notification radius; the owner of a nearby house was noted as having been noticed but had not participated in prior neighborhood meetings.
Council Member Lehi, who requested the reconsideration after meeting with the developer, said he felt comfortable with the operations and site plan and moved to advance the PDP to second reading. The motion passed unanimously and the item will return for final action on the council agenda at the next meeting.
