Council Member Shields moved to approve the agenda as presented; Council Member Hodges seconded the motion and the council approved the agenda by roll call. The consent agenda was then moved by Council Member Shields, seconded by Council Member Hodges, and approved by roll call.
Two rezoning items on the agenda were continued at staff request to May 6. For agenda item 7a (rezoning from R1 to T and Z and a preliminary development plan for 100 NE Douglas; applicant: Engineering Solutions LLC) Council Member Carlisle moved to continue to May 6; Council Member Shields seconded. The motion passed 9–0. Item 7b (rezoning from AG to R1 at 1548 NE Woods Chapel Road; applicant: Engineering Solutions LLC) was continued by the same motion and vote (motion by Carlisle; second by Shields; 9–0 outcome).
Later in the meeting Council Member Shields moved and Council Member Carlisle seconded a motion to go into closed session under Missouri statutes governing personnel records and labor negotiations (RSMo. 610.021(13) and (9)). The council approved the closed session by roll call; the clerk recorded an affirmative vote by all present.
