Judge Louis Frank Dominguez and City Court staff presented the City Court Academy program and introduced participating high-school students and volunteer lawyer coaches. The program, city staff said, included visits to state courts and mock-trial advocacy; student Haley Corrigan addressed council about her experience and accepted the students' representative role.
Later in the meeting the council considered two reappointments: Resolution No. 2025-54 reappointing Louis Frank Dominguez as presiding judge of Surprise Municipal Court and Resolution No. 2025-55 reappointing Catherine Ann Goudreau as associate judge. Both items were moved, seconded and approved on unanimous voice or roll-call votes. The council conducted formal oaths for both judges at the dais following the votes.
During the reappointment discussion council members thanked the judges for their service and cited the court's growth and community engagement. The public recognition for the City Court Academy preceded the reappointment votes on the same agenda and several councilmembers highlighted the educational partnerships that support the academy.
The reappointments were approved by council action on May 6; both judges were sworn in on the record at the meeting.
