The Surprise City Council on April 15 approved a property exchange and purchase agreement with Assante Development Partners LLC to acquire about 5 acres for a new police substation that will house patrol, animal control and a real-time crime center.
Staff said the site, located near 160th Avenue and Happy Valley, is a bond-funded capital improvement project included in the city’s FY2025 CIP, with design work begun in FY2024 and estimated completion in FY2027. The facility is intended to house a real-time crime center, animal control, patrol functions and traffic unit staffing to improve north‑area coverage.
Police staff told the council the site will allow the department to split motor traffic units with half positioned north and half south to help manage traffic on Grand Avenue and surrounding corridors. Staff said the city posted its intent to exchange property April 7–11 and asked council to approve the exchange and purchase agreement under resolution 2025-40.
Council moved, seconded and approved the resolution. Chief staff emphasized the site is intended to be proximate to Fire Station 309 and other public-safety facilities; staff noted the project is funded through bond proceeds and general capital allocations and that construction funding will come forward in later budget proposals.
The motion passed by council vote; staff will complete the property exchange process and continue design and procurement steps consistent with the CIP schedule.
