Staff said Job Corps will not perform all work because some arterial sidewalks and high‑traffic areas are beyond Job Corps’ scope and will require conventional contracting; those contracts carry higher costs. The city discussed doing a formal sidewalk condition scan (similar to a recent street‑scan) to prioritize repairs as part of 2026 budgeting. Committee members discussed ownership: staff said sidewalks are within the city right‑of‑way and the city has historically maintained and replaced sidewalks, although other municipalities sometimes place responsibility on property owners.
