City staff told the committee that timber revenues from airport property should be held in a new restricted airport capital improvement reserve so the funds can be used for airport capital and maintenance projects.
Greg (city staff) said two parcels purchased with FAA grant money in 1967 include a grant assurance that limits how revenues from those properties may be used. Staff reported the city received $153,952.85 from a recent logging operation on airport property and recommended placing that revenue in a restricted airport fund rather than the previously intended community landscaping fund.
Staff said airport capital projects typically require a local match — often five percent — and the city’s share can vary by project from roughly $10,000 up to larger amounts for major projects. Staff referenced prior council discussion about a partial parallel taxiway project that the council declined to pursue and said an airport reserve would help the city pursue future FAA or state grants and match requirements.
Council member Len Carson was mentioned in the discussion as having an upcoming airport‑related announcement, but staff said the reserve decision should not be delayed pending that announcement. Committee members agreed the reserve should be created regardless of other developments and proposed moving the ordinance to the consent agenda for approval.
