The Olean Common Council voted to declare two airport projects a Type II action under the State Environmental Quality Review Act (SEQRA) and approved a resolution creating a capital fund for FedTax revenue during the meeting.
On a roll-call vote, the council determined the rotating airport beacon replacement project at the Cattaraugus County/Olean Airport is a Type II action “not subject to review consistent with SEQRA regulations,” and that no further review by the city of Olean is required. The council then took a similar position on the airport identification light system replacement project; both determinations were announced and followed by roll-call confirmations.
Council also introduced and passed Resolution No. 54-25 (PO No. 54-25), authorizing creation of Capital Fund No. 252 to receive FedTax revenue, and later recorded passage of Resolution No. 55-25 (PO No. 55-25). Roll-call votes showed the following affirmative votes recorded during the meeting: Alderman Robinson (yes); Alderman Statecheck (yes); President Croft (yes); Alderman Bennett (yes); Alderman Thornton (yes); Alderman Forte (yes); Alderman Benjamin (yes). The transcript recorded the motions as passing unanimously.
The transcript did not record motions’ exact movers or seconders by name, nor did it include detailed staff reports or engineering documents for the airport projects within the public remarks captured. The council recorded that no further SEQRA review was required for those Type II determinations and that the capital fund would be established as described in the resolutions.
