The Oswego City Council committee approved multiple use-of-public-space requests Wednesday, authorizing an A-frame sign at a downtown restaurant, a property owner to place a fence pending zoning review, and several event permits including a professional wrestling show, a wedding at Raybeck Park and St. Mary’s Church’s annual bazaar.
The approvals came during the committee’s public-space agenda item after staff reported requests from business and residents. The zoning and planning office reported a request from Daniel McKelvey, owner of commercial property at 105–109 West Bridge Street, to place an A-frame sign in front of his restaurant; the committee moved to approve the request.
The committee also considered a fence request from owners identified as Sharon and Janet Anderson for a single‑family property at 40 West Key Street. Jenny Anderson, who spoke for the owners, told the committee, “it’s actually a 6 foot fence, 6 foot high fence, and I guess I have to get a variance.” Members discussed that the front-yard standard requires a 4‑foot fence and that the owners will need a two‑foot variance from the Zoning Board of Appeals to permit a 6‑foot fence at the front. The committee amended the permit language to read simply “a fence” and approved the use-of-public-space request; the variance process for the additional two feet remains a separate review before the ZBA.
Local event permits approved included a request from Steve Erickson of 1 Up Wrestling to hold a professional wrestling event at Chris Foley Rink on June 21, 2025, from 2 p.m. to 8 p.m. Erickson said the show is “all ages” and described the product as “like WWE, but on a smaller scale.” He said the promotion is locally based and has run shows in Syracuse and Fulton.
The committee also approved a request from applicants named Brianna and Gina to hold a wedding ceremony at Raybeck Park on June 21, 2025, from 2 p.m. to 5 p.m., and a request from Michelle Merritt representing St. Mary’s Church to hold the church’s annual bazaar on July 18–19, 2025, with a waiver of the city’s open-container ordinance for a contained area on church property. Merritt told the committee, “We have applied for the New York State liquor license. We have sent a letter to the city police chief requesting the open container ordination be waived. We contain it to our parking lot…there’s no underage and nobody coming out or off the premises with alcohol.”
Morgan Burnell separately requested use of a pavilion and a tent for a private event; she said organizers expected a small gathering and requested space for food and a cake table. The committee approved that request as presented.
Votes on the items were recorded by roll call during the meeting; members present indicated approval on each permit. Several items included follow-up requirements: the 6‑foot fence will require a variance from the Zoning Board of Appeals, and the St. Mary’s bazaar remains contingent on issuance of the state liquor license and any police conditions attached to the open-container waiver.
The committee did not take separate votes on conditions such as ZBA filings or liquor‑license approvals; those processes proceed through the appropriate agencies.
