Council committees approve summer outdoor-music noise waivers for two downtown bars

The Planning and Development Committee approved requests from two downtown businesses to waive the city’s noise ordinance so they can host outdoor music during the 2025 summer season.
The city clerk’s office said David Thompson, owner of Gibby’s Irish Pub at 8 West Second Street, applied for a noise-ordinance waiver beginning February 2025. Committee members noted the location has an ongoing history of summer outdoor music and said there have been no recent complaints. Councillors moved and seconded the item and recorded affirmative votes to approve the waiver.
A second request from Stacy Dawson, owner of Sting of Asswiggle Inc., at 49 West Bridge Street, was approved after councilors said an earlier problem had been rectified. The clerk’s office told the committee the Sting’s outdoor performances are recurring and had previously addressed a complaint. Councilors moved, seconded and voted yes on that item as well.
The approvals were procedural votes during the committee meeting; no further conditions or enforcement details were discussed on the floor.
