Board affirms mutual-aid agreement with Culpeper for building official while County fills vacancy

The Orange County Board of Supervisors voted 5-0 to affirm a mutual-aid agreement with Culpeper County that provides a certified building official to Orange County while a vacancy is filled.
County Administrator Ted Voorhees told the board the agreement covers temporary building-inspection services provided by Robert Orr, a certified building official loaned part time from Culpeper. Voorhees said the county requires a certified building official to meet regulatory requirements and that a newly hired building official will begin employment April 7; Mr. Orr has agreed to remain for an extra week to help with the transition.
Voorhees said the written mutual-aid agreement carries an end date of July 1, but county staff expect to conclude the agreement well before that once the new employee is onboard. He also said other turnover-related coverage is being pursued for erosion-and-sedimentation and similar responsibilities; county staff have consulted Culpeper Soil and Water for advice.
A supervisor asked whether there were time restrictions on Mr. Orr’s availability; staff replied the agreement specifies a July 1 end date but that the loan will end sooner in practice. The board then moved and approved the resolution to affirm the agreement; the roll call showed all supervisors voting aye.
County staff said the arrangement is intended as a short-term solution and that the county will no longer need the loaned services once the new building official begins.
