Supervisors approve special-use permit for short-term rental at 940 Nellie's Cave Road

The Montgomery County Board of Supervisors approved a special-use permit on Thursday to allow a short-term tourist rental at 940 Nellie's Cave Road, an existing two-bedroom dwelling just outside the town of Blacksburg.
Bree Hopkins, the county's planning director, presented the application and told supervisors the property is served by public water, a private septic system with an operations permit from the Virginia Department of Health limiting occupancy to four people, and two parking spaces. Hopkins said VDOT raised no safety concerns and that the Planning Commission recommended approval 7' to 0 at its March 19 public hearing.
Hopkins reviewed the supplemental regulations that apply to short-term rentals in the county, including compliance with the Virginia State Fire Prevention Code, posting the county noise ordinance, limits on outdoor lighting and a local contact for complaints. The owner, Hopkins said, set quiet hours from 9 p.m. to 8 a.m. and is local and available to address concerns.
No members of the public spoke during the board's public hearing on this item. The board voted in favor of the permit by unanimous roll call.
The approval allows the owner to apply for a zoning permit and any required building permits; staff said fire-safety and other inspections will be handled during those permit reviews.
