Montgomery County EDA approves $8,745 change order for conduits at Falling Branch Phase 2, Site 2

Brian (staff member) told the authority the change order covers one 10-inch conduit intended for natural gas and four smaller conduits for electric service that will serve a pump station and a fountain/aerator in the stormwater pond. “The electric will be needed on the pump station,” Brian said while describing the location at the edge of the finished pad. The motion and a second were made and approved by voice vote.
The change order was presented as a site-construction convenience: the roadway is currently packed dirt and installing conduits now avoids later disturbance. Brian said the contractor and the project engineer have approved the work. He also told the authority the contractor MSP has finished the park water line and rough-graded the road; with weather days the project’s substantial completion is “approximately May 26.”
Brian updated the authority on the pump station: the EDA approved a purchase order last fall for $62,000 for a pump station rated to handle 25,000 gallons per day. He said draft design documents from H & P exist but have not yet been submitted to the Town of Christiansburg. Separately, staff are preparing a change order for a 24-inch pipe to convert an open ditch into a closed topsoil storage area; Brian said that change order is pending and no action on it was required at the meeting.
The authority’s approval authorizes the contractor to proceed with the five conduits at the $8,745 price. No recorded roll-call tally or named mover/second was given in the transcript; the item passed on a voice vote.
The EDA also discussed the overall site grading: staff described the intended single large finished pad, recent cuts for the access road and compaction progress, and coordination with Federal Express for a utility connection across their easement.
The board did not take further formal action on the pump station documents or the 24-inch topsoil-pipe change order during the meeting; staff said they would return with those items when ready.
