Mobile-food vendor seeks code changes, proposes food-truck plaza at lot east of City Hall

Steve Caldwell, owner-operator of Beam Bus Coffee Creators, told the Oldsmar City Council during the March 4 open forum that existing city code appears to restrict mobile food vendors and urged specific changes to support small, mobile businesses.

Caldwell, who identified himself as an Oldsmar resident and the owner of a mobile coffee business, asked the council to review and revise three code sections he cited by number: 14.4.05 (uses), 14.4.07 (fees) and 14.4.02 (permits). He said the code’s current language does not clearly define “mobile food truck” and that temporary-use fees and permit authority should be adjusted so that mobile vendors are not burdened by excessive costs or unclear approval processes.

Caldwell suggested granting the director of Planning and Development authority to approve temporary permits for mobile businesses and recommended designating the abandoned roadway or vacant lot east of City Hall as a free-trade area that could host a regular food-truck court. He said nearby counties already permit food-truck plazas and described local interest in creating Oldsmar’s first dedicated mobile-food plaza.
