Oldsmar council accepts CRA 2024 annual report, hears project updates

The report, presented by Tatiana Childress, Oldsmar planning and redevelopment director, summarized fiscal-year 2023–24 activity and projects in the CRA district and noted the filing requirements under state law. "This report has been filed to document the annual redevelopment activities of the Oldsmar Community Redevelopment Agency for the fiscal year 20 23 20 24, consistent with the Florida statute 163.371," Childress said during her presentation.

Major updates and details from staff: - City Hall site: an eight-acre site along State Road 580. The RFP process was refined after no proposals were received in 2023; in June 2024 the city received two proposals and the council authorized negotiations with Stanbury Development Group after it scored higher in the evaluation. - Odeon/library site: a mixed-use plan that includes 82 townhomes, of which 18 are proposed live-work units. Staff said final plat and infrastructure approvals are required before vertical construction; construction is anticipated to begin in 2025 and could take roughly five years. - Saint Petersburg Drive Complete Streets: funded initially by a Complete Streets grant awarded in 2019; utilities undergrounding began in 2023. Construction was budgeted for 2024 but the project is delayed after only a single construction bid was received, prompting a redesign reconsideration. - Downtown mobility study: a Kittelson-led study in partnership with Forward Pinellas completed data collection and public workshops in 2024 and recommends intersection and corridor improvements across downtown and adjacent corridors. - CRA extension feasibility: the Oldsmar CRA, established in 1994, is scheduled to sunset in 2026. Staff contracted consultants to study a possible extension under Florida statute and Pinellas County policy; the final report responding to county comments is expected in 2025. - Homeowner paint and fix-up grant: a matching program offering up to $1,000 per homeowner; staff reported 91 approved applications and more than $68,000 distributed to date.
Childress noted the report includes unaudited financials in Appendix A and that the final audit report will be published online when available. She directed members to the city's CRA web pages for additional detail.
After a brief call for questions, the council moved and seconded a motion to accept the CRA report as presented; no council members raised questions. The motion carried when the council voted in favor.
Staff noted paper copies of the CRA report will be available at the library and at planning and redevelopment offices, and an electronic version will be published on myoldsmar.com.
