City staff reported Oldsmar Cares submitted the documents required under the special event fee waiver policy — including the prior year financial report, the current event budget, a statement of allocated proceeds and the applicant’s most recent IRS filing — and requested waiver of $4,235 in city fees. The applicant agreed to pay external costs and a $75 utility fee. Council moved and seconded the item and approved the waiver.
Commander (Dave) McKinley, who represents Oldsmar Cares and the Upper Tampa Bay Chamber in event roles, told council the course was measured and submitted to U.S. Track & Field for national certification and that organizers intend the certified course to support future events.
Council members used the discussion to flag administrative concerns about the fee‑waiver process and paperwork timeline. One council member asked for future refinement of the process to reduce applicant burden and to ensure earlier review ahead of events; staff and the applicant indicated willingness to discuss process improvements.
The city said the organization will be recognized at an appropriate sponsorship level and may use the city logo to acknowledge city support. Oldsmar Cares will continue to be responsible for external vendor costs and any utility fees.
