Board approves 9-1-1 surcharge increase to $3; staff clarifies distribution to Fenton and July 1 effective date

The Genesee County Board of Commissioners voted to approve an increase in the county 9-1-1 surcharge to $3.
During discussion, Commissioner Schumacher asked whether the board needed to take any additional action to increase the amount the city of Fenton receives. A staff member explained that the county is a pass-through for the 9-1-1 surcharge and distributes proceeds according to state law and the local service plan. Because Fenton operates its own 9-1-1, the service plan allocates roughly 80% of the revenue attributable to Fenton to the city and 20% to the county 9-1-1 consortium.
The staff member said the increase will raise total revenue and that “they will get an increase with no, we don't need this board…to do anything. They'll just get the increase.” When asked when residents would see the increase on bills, the staff member said, “I believe it's July 1.”
The board approved the surcharge increase by voice vote; commissioners did not take additional distribution action at the meeting.
Because the county follows the state service plan for distribution, staff advised the board to consult the service plan and, separately, to meet with legal counsel if commissioners sought a different distribution approach for specific municipalities.
