The Amsterdam Common Council on a unanimous vote approved a three‑year ProCare managed services agreement with P and J Technology Partners to provide help‑desk, endpoint monitoring and network support for the city.
City IT staff and councilors said the contract reflects a change from a largely reactive support model to a managed approach that combines on‑site oversight with remote technicians. Marvin, the city’s IT staffer who explained the agreement during the meeting, said the decision was driven in part by security upgrades and vendor pass‑throughs that P and J will manage.
Marvin said, “You may notice there's a price increase. Part of that is due to additional items to enhance our security systems that we have in place. A lot of those fees are passed through, not directly due to P and J, but they're just the middleman for other software vendors.” He added that P and J provide “level 1 and level 2 support,” which frees his time to focus on programming, network upgrades and other projects the city is leading.
Council members asked how P and J's work differs from on‑site IT. Marvin explained that level‑1/2 work covers user problems such as computers that will not boot or printer connections, and that P and J bring specialized network expertise and capacity that augments on‑site work. He summarized the arrangement as city staff overseeing P and J while P and J handle some remote and specialized tasks.
The resolution authorizing the contract (Resolution 24 25 2 08) specifies a three‑year term beginning May 1, 2025, at a monthly rate of $4,700. Councilors confirmed the line item is in the proposed budget and that Marvin helped set up a program/line for IT costs.
The vote was recorded by roll call; the reading and approval of the contract resolution passed with all present council members voting in the affirmative.
The contract will proceed immediately; city staff said they will oversee performance and coordinate which projects remain in‑house and which are handled by P and J.
