Public commenter urges review of vending-machine procurement process, alleges unfair ranking and administrative error

A public commenter representing a bidder in a vending-machine procurement asked the Canaveral Port Authority commission on June 4 to re-examine the procurement process and ranking.

Attorney Quentin Welborn said his client submitted a response to the port’s request for procurement but that, because of an administrative error, the client’s package was not reviewed by procurement staff. Welborn also said the bidder that scored highest in the staff ranking was incorporated in 2020 and therefore, he argued, did not meet the solicitation’s stated minimum requirement of five years’ documented experience.

Welborn said the two central issues are fairness of process and whether the top-ranked vendor met the solicitation’s minimum qualifications. He asked commissioners to review a letter his office sent to the commissioners and to consider whether the procurement should be further reviewed; he told the commission he had copies of the letter available.

The comment was taken during the public-comment portion of the meeting; the commission did not take immediate action on the procurement during the June 4 session.
