NASSAU BAY, Texas — The Nassau Bay City Council voted 7-0 on Feb. 10 to accept the interim city manager's recommendation to contract with Jeff Ward and Associates for grant administration, field surveying and engineering services related to the 2022 FEMA program project scoping grant.
Council heard from staff that the grant-scoping work will produce maps showing flood zones, single-family residential addresses, finished-floor elevations and base flood elevations. The deliverables are meant to identify which homes will be eligible for future rounds of the city's home-raising program and to support the city's Community Rating System (CRS) documentation.
Staff told the council the scoping grant will enable a benefit-cost analysis to estimate how many homes could be elevated in a future funding round and to ensure accurate crediting under CRS. Council asked several technical questions during the presentation, including whether the scope includes stormwater modeling (staff said it does not; the work is focused on elevation mapping) and about timeline clarifications; staff said the program completion deadline extends into late 2025 and that a typo in the proposal timeline was being corrected.
A motion to accept Jeff Ward and Associates' proposal for grant administration and field/engineering services passed 7-0. Staff said next steps include the consultant producing the mapping and analyses, which will be used to prioritize properties for future elevation grants and to support grant applications.
