Service Authority reports progress on DEQ consent order; ARPA‑funded interconnect work underway

Bowden Environmental Services and King George Service Authority staff reported operations and regulatory steps tied to recent wastewater issues and an ongoing DEQ consent order.
Mark Bowden reported water and wastewater operations: a failed pump at the Oakland well was repaired and bacteriological samples passed; Dahlgren wastewater has continued mechanical problems including frozen reuse pumps, an offline mechanical step screen and diffusers missing in an aeration basin, which contributed to a TSS violation in February. Oak land showed multiple parameter exceedances attributed to dissolved oxygen control problems, chemical feed failures and storm impacts. Bowden said the full details and corrective measures were documented in the monthly utility report and in the corrective action plan submitted to the Virginia Department of Environmental Quality (DEQ).
Service Authority management confirmed the corrective action plan has been submitted and DEQ has acknowledged receipt and is reviewing it. The plan sets a timetable that includes decommissioning the Perkins Corner wastewater plant and routing flows to Hopyard; service authority staff said ARPA‑funded piping and site work are progressing and that only one easement remains before the interconnect is complete. County staff said the interconnect will provide water resiliency and new hookup opportunities for Canterbury Circle Loop and Hopyard and will position the county for future surface‑water projects required under the DEQ order.
Service Authority general manager outlined additional projects: an injection chlorine (Cl2) metering pump for Payne system, sludge digester pump replacement at Dahlgren, replacement of a sludge belt press conveyor, continued use of a manual bar screen while the mechanical screen is repaired, and a biocarbon tank installation at Dahlgren. Several facilities remain under enhanced monitoring and some corrective repairs are ongoing.
At the Service Authority board meeting portion of the session, directors convened a closed session citing Virginia Code §2.2‑3711(A)(1) for interviews and personnel matters; they returned to open meeting, certified the closed session and adjourned to a future meeting.
Service Authority staff also reported on other work: a Presidential Lakes lot asbestos study prior to demolition, contracting to remove abandoned tanks and proposed disposal of surplus mobile radios from the sheriff’s office when county radio migration is complete.
