Board approves up to $930,000 change order for library programming and schematic design at consolidated government center site

The James City County Board of Supervisors approved a change order authorizing the county administrator to expand the second interim agreement with the project team for the consolidated government center to include programming and schematic design for a proposed library at the former school administration building site.
County staff described the action as a contract scope change to allow the existing Henderson‑Gilbane joint venture work already under way for the consolidated government center to also complete library programming and schematic design. The resolution approved by the board caps the change order at $930,000. Staff said including the library design in the same overall project may provide construction efficiencies and coordination advantages.
Board members expressed caution about change orders generally but voted to approve the limited scope change, with one supervisor noting the joint construction context could yield savings later in the process. The resolution passed by roll call vote; the clerk recorded unanimous approval.
