Staff also listed rate structures for two Textron facilities that would remain in place until August 2026, at which time those facilities are to be incorporated into a master agreement to be negotiated in 2026.
On the May 13 draft agenda staff listed a lease of 9.6 acres at Jabara Field with WSU Tech for a hangar and educational facility. During the agenda review one council member announced an intention to abstain from that Jabara lease item when it comes up; another council member said they would also abstain because they serve on the WSU Tech board. Staff acknowledged that many council members serve on advisory boards and that council practice has treated the city's representative on such boards as voting on related items in some instances.
