The Planning Commission recommended approval of rezoning application Z-24-0012 and Special Use Permit SUP-24-0023 to allow the Chickahominy Haven Marina to operate and expand accessory uses, including a restaurant, general store, wet slips, docks, boat storage and trailer parking.
Staff explained the site, currently zoned R2 (General Residential) and designated Rural Lands in the 2045 Comprehensive Plan, has operated historically as a marina but lost legally nonconforming status for many accessory uses after they ceased operation for greater than two years. The applicants requested rezoning to A-1 so marinas and accessory uses could be permitted by SUP. The applicant proffered to restrict other A-1 uses in perpetuity, limiting the site to marina and accessory functions.
Staff said attached conditions and proffers would mitigate impacts including parking nonconformities and stormwater runoff. Several neighbors and community supporters addressed the commission in favor of revitalizing the marina, and the applicant emphasized repair of docks and shoreline stabilization. Commissioners discussed shoreline protections, hours and special events, and staff noted any special events would require separate permitting and be subject to the noise ordinance. The commission voted to recommend approval; roll-call votes were recorded as unanimous among members present.
