The James City County Planning Commission voted to approve the preliminary subdivision plan SPLN-22-0012 for Fords Village phases A and B on April 2, 2025, following public questions about stormwater outfalls and streambed erosion in the Powhatan Creek watershed.
The application was pulled from the consent agenda for discussion by Commissioner Polson, who asked that the applicant’s engineer address drainage questions raised by a nearby resident. The resident asked the developer to evaluate nearby stream beds and to consider a program of outfall inspections over time to detect future erosion.
Staff and the applicant described the proposed stormwater measures. The applicant’s engineer said the proposed wet ponds would discharge through piped outfalls and that the outlets would be provided with riprap aprons and outlet protection. Planning staff noted the applicant had worked with county reviewers while preparing the plans and that the design included a riser and an emergency spillway for the pond. After discussion and the public exchange, the commission approved SPLN-22-0012 by voice vote.
Commissioners and staff acknowledged the Powhatan watershed has areas of concern identified in previous watershed studies and that some portions of the drainage network are difficult to access because they are on private property. One commissioner asked staff and the applicant to examine stream conditions in coordination with county officials and with the property’s future homeowners association. The applicant said staff had already discussed inspection and spill-prevention measures and that they would follow up.
The Development Review Committee report delivered earlier at the meeting also noted two items of recent action: DRC approval (3–0) of an entrance monument sign for the Mason Park subdivision (Sign-25-0032) and deferral of a Solara Woods water and sewer exception request (C-25-00002) to May 21, 2025 so the applicant could address fire-department comments.
Commissioners, staff and the applicant said they expect final engineering during site plan review to address detailed outlet protections and to show whether the proposed stormwater facilities will require additional mitigation. The approval of the preliminary subdivision plan allows the project to proceed to the next steps of engineering and permitting, subject to standard development-review conditions.
