The Spring Hill City Council on May 8 adopted Ordinance No. 2025-07 to amend Chapter 1, Article 9 of the Spring Hill Municipal Code to clarify reporting requirements for the Spring Hill Cemetery Board.
City staff said the changes aim to make required financial and governance documents easier for city staff and the public to review. Under the amended code the cemetery board must submit an annual packet that includes a statement of revenue and expenses, ledgers of revenue and expenses, bank statements (including copies of checks and deposits), copies of any investment statements such as certificates of deposit, proof of the treasurer's bond required by state law, copies of board minutes for the prior year, prior-year treasurer reports and a budget request for the next fiscal year.
Presenter Jake Laddy told the council the city holds cemetery funds in a reserve and that the balance listed in the agenda packet was just over $91,000. "We just want to make sure what they're being required to do is clear since it's a volunteer board," Laddy said.
Council members voted 4-0 to adopt the ordinance. Staff said the change codifies current reporting expectations and consolidates the documents the council expects to see in one packet to improve transparency for public money administered by a volunteer board.
