Public Works speaker Jason explained that seven bids were received and the low bid from North Valley was about 19% under the city's estimate. He said that change would reduce the average assessment presented in the preliminary report from about $2,064 to roughly $1,667, or a reduction of roughly $400 per property.

Council member Heaman moved to award the contract to North Valley with alternate 3 (trail overlay as‑is); Council member Peterson seconded. The motion carried 3-1. Staff will finalize contract documents and return with assessment schedules and notice to affected property owners.
