County approves conditional-use permit to operate lodging at Billings residence

Planning staff (Joe) summarized the application for a conditional-use permit (CUP) filed March 20, 2025, describing the parcel (Wabasha County Parcel R05.00499.00) in Section 12 of Greenfield Township and noting the planning commission held a public hearing April 28 and voted 4–0 to recommend approval with conditions. The planning commission’s four conditions require the use to follow submitted plans and specifications, prohibit expansion without an amended CUP, require compliance with all applicable federal, state and county statutes, ordinances, rules and regulations, and state that the CUP terminates upon transfer of title out of the possession of Marcy or Rick Billings.
A commissioner who had attended the planning commission meeting moved approval and a second followed. The board approved the CUP by voice vote with no recorded opposition.
