Todd County accepts 2024 feedlot program report; inspectors logged 58 visits and 69.5 performance credits

Todd County planning and zoning staff presented the county’s 2024 feedlot program annual report — required by the Minnesota Pollution Control Agency — and the board voted May 6 to accept the report.

Staff said members of the feedlot team include a part-time feedlot officer, a nutrient management planner (serving multiple counties), and program support staff. The report shows 58 inspections were performed in 2024 (the MPCA target is approximately 48.5), with seven of those inspections resulting in findings of noncompliance related to water-quality discharge. Staff said four inspected operations could not produce land-application records. There were also four complaints addressed; staff treat complaints as full inspections.

Beyond inspections, staff reported 92 assistance visits to help feedlot owners, 33 conservation projects installed under feedlot and farm programs, 362 registrations updated, and 357 phone calls logged. The county documented five feedlot upgrades and six pit closures during the year. Staff said outreach reached about 260 producers through meetings and events including the annual feedlot meeting, contractor workshops, breakfast-on-the-farm, and other local events.

Staff said Todd County earned 69.5 performance credits for the year — a metric used to secure state funding allocations — and noted the county often ranks among the top counties in the state for feedlot program performance. The board unanimously accepted the report and staff will obtain the required signature for the MPCA submittal.
