County opens overlay bids; awards federal project to Knife River pending state review

The bids matter because federalized projects trigger additional federal compliance and review; awarding contingent on state review allows the county to proceed while satisfying federal oversight needs, county staff said.
At the public bid opening, the county received three bids on the federal overlay: Knife River of Sauk Rapids ($2,639,404.49), Donex Incorporated of Prinsburg ($2,647,683.67), and Central Specialties of Alexandria ($2,785,048.15). County staff noted their engineer’s estimate was $3,125,563.40.
For the Edgerton state-aid overlay the county received two bids: Donex Incorporated ($118,845.20) and Central Specialties ($119,636.00); the county’s estimate for that job was $72,209. County staff explained they separated the projects so the smaller town work would not be federalized and require ADA and sidewalk upgrades.
After reviewing bids, county staff recommended awarding the federal contract to Knife River subject to state review of required federal documents (EEO and related forms). The board voted to award contingent on that review. For the Edgerton state-aid project, the board approved awarding to the lowest accepting bidder; staff said Donex is the low bidder but that bidder may withdraw if denied the federal job, in which case the county would offer the contract to Central Specialties.
County officials said the work is expected this summer; staff will follow up with contractors on scheduling and notify municipalities before pavement work starts.
