Pipestone County approves bonding, right-of-way payment for County Road 15 culvert projects

Commissioners moved to approve the standard bonding agreement to meet the state match requirement, then approved Resolution 591525 to accompany the bond. The board also approved a right-of-way payment for initial ditch work tied to the culvert project.
Separately, the board approved a purchase order for riveted galvanized culvert pipe from True North Steel for $17,295.68. Highway staff explained the county considered aluminized pipe (more corrosion resistant in acidic soils) but True North advised that galvanized pipe is acceptable for local conditions and is less expensive; the county recommended sticking with galvanized pipe.
Commissioners recorded no dissent during the votes; motions to approve were made and seconded and carried by voice vote. No dollar totals for the bonding package or the right-of-way payment were stated on the record.
County staff said the two culverts were placed on a single agreement to reduce paperwork and that the projects will allow roads to reopen sooner once work concludes. The highway update also noted ongoing maintenance activities and upcoming overlay bids for the county’s road program.
Implementation next steps include state review of bonding documents and completion of right-of-way paperwork; county staff said the bonding agreement is the standard form the county has used previously to secure state matching funds.
