Commissioners who supported the amendment framed it as an insurance policy to reduce the risk of costly rework and ensure quality control. The board recorded no opposition and directed staff to proceed as contractors’ bids and state funding steps advance; staff said a second set of bids for the next phase were due the day of the meeting and that final construction contracts were close to being signed.
