Hubbard County approves district pavement-marking contract, Nevis MOU and shop air-conditioning

The Hubbard County Board of Commissioners approved a $627,420.75 low quote from Sir Lines A Lot for a district pavement-marking project and authorized an agreement with the City of Nevis for engineering and construction roles on the city’s street improvement work. The board also approved a $4,288 quote to install a mini-split air-conditioning unit in the county’s North Shop, with an additional $921 wiring quote from Bessler Electric.
The pavement-marking contract is part of state project SP0880720003, using HSIF funds and covering striping across five counties, the county’s highway presenter said. “We get a better bid price when we do a bigger project together,” the highway presenter said, explaining the district approach and the project’s shared HSIP (Highway Safety Improvement Program) funding.
On the Nevis street-improvement work, the board reviewed a memorandum of understanding outlining engineering responsibilities, financial responsibilities and what the county will cover during construction; the county acted as lead engineer and designer for the project and requested the city approve the contractor quote before finalization.
For county facilities, highway staff said the North Shop break room lacks cooling and the project was included in the 2025 buildings budget; the low bidder for the unit installation was Dick’s Plumbing and Heating at $4,288 plus the wiring firm quote.
Highway staff also gave a May activity update: start of an ag-surfacing project in the county’s north, a scheduled six-week calcium chloride treatment beginning May 19, resumption and anticipated completion of the Casa 24 and Mantrapp box culvert project, and a one-day maintenance paving operation at the Cassaw 45/39 intersection.
Board votes on each item were recorded by voice as carried.
The board did not identify any outstanding legal or external approvals required for the pavement-marking award beyond standard state project administration and HSIF program rules.
