What the county reported: Public Utilities staff detailed repeated interior pipe and pod failures, decayed iron pipe (the system’s original materials), failing vacuum valves and continuously running vacuum pumps. Staff said three of four main vacuum valves are near failure, several fiberglass collection “pods” are falling apart, and directional‑boring work by third‑party contractors had opened holes and damaged the vacuum piping.
Short‑term measures and cost estimates: Staff said they will order replacement pods (lead times of six to nine weeks), install four new mainline valves in exterior vaults and add bypass piping to allow vacuum trucks to pump during interior repairs. County staff estimated the immediate set of replacements and upgrades at approximately $1.3 million and reported the utility already operating at a roughly $4.05 million deficit for Windsor operations between January 2022 and March 2025 (based on reported costs versus rate receipts). Electrical costs for continuous vacuum operation were highlighted as a major recurring expense.
Operational constraints: Windsor’s vacuum plant serves roughly 550 customer connections (about two customers per pod). Staff said the system’s one‑pump‑for‑a‑large‑network design is stressing equipment and that adding more customers is not reasonable without changes. Long‑term options discussed: Staff recommended a staged approach: repair critical components now (outer valves and pods), install bypass capacity, then evaluate converting portions of the collection network to conventional gravity or pump (grinder pump) systems that can connect to HRSD mains. Staff said that while the vacuum system remains an investment that cannot simply be abandoned, reducing the number of connections and shifting portions of the service area to conventional collection could increase long‑term reliability and lower maintenance burden.
Questions from supervisors and residents: Supervisors asked about ownership, who would pay for major capital work and whether the town of Windsor would assume responsibility. Staff said the county currently operates and maintains the sewer collection system for Windsor; the project’s history shows an original agreement in which the county took responsibility for sanitary collection. HRSD officials were contacted but staff said HRSD has not indicated a willingness to take the collection system over at this time. Board members and residents asked about notification to users; staff said notice will be delivered to customers in advance of any shutdowns and that county crews are focused on short‑term fixes while ordering replacement components.
Financial and service impacts: Staff said leasing vacuum trucks for emergency pumping, emergency replacements and the ongoing electrical cost would add to operating deficits while the county evaluates long‑term options. Some supervisors asked staff to accelerate an engineering analysis of alternatives and to identify sites and costs for potential small pump stations that would allow parts of Windsor to be served by gravity or grinder‑pump systems.
