County outlines repairs to Windsor vacuum sewer system; exploratory work estimated at $52,000

County public works staff told the board that valves inside the Windsor vacuum sewer plant have deteriorated and three valves were found to be at risk of failing. Staff said the valves sit in difficult-to-access locations inside the plant and removing them risks further damage.
Public Works staff member Randy said the proposed solution is to install new shutoff valves on the exterior of the building so they can be accessed and maintained more easily. He said exploratory excavation and design work to uncover the exterior piping is scheduled for the coming week and estimated that preliminary work will cost approximately $52,000.
Randy also said the county identified several locations where a contractor doing water-line work for the Town of Windsor had damaged the vacuum system with directional drilling; those points have been repaired and system pressures have improved but remain below ideal levels. If the plant requires an extended shutdown for repairs, staff said the county would need to use vacuum trucks to service about 290 service pods; each pod serves roughly three to four houses.
Staff said the county has engaged a construction contractor under an existing services contract and has installed a SCADA alarm system over the past year to identify malfunctioning pods. Board members asked staff to provide a fuller cost overview, annual operating cost estimates and any revenues tied to the system when available.
