Henry County approves resolution to seek CDBG funding for Old Bassett Heights Road housing repairs

That study identified areas across Henry County with varying degrees of substandard housing; county staff said Old Bassett Heights Road was chosen because it showed one of the highest concentrations of deteriorated housing occupied by owners who meet income qualifications.
"There are 10 owner rehabs, which means the owners live there. They need their houses rehabbed," said Cindy (staff member), summarizing the assessment. She said the project also identified three owner-investor properties where tenants meet income requirements. County staff reported $1,200,000 in potential funding and said the plan anticipates two grant phases to cover all homes judged in need of repair or replacement.
Supervisor Dr. Caldwell moved to approve the resolution supporting the CDBG application; the motion carried 6-0. A second public hearing on the application was scheduled for April 28 at 5:30 p.m. in the same meeting room.
County officials emphasized the homeowner-focused eligibility: while many beneficiaries must be owner-occupants, some owner-investor properties may participate provided tenants meet income requirements. Staff told the board most households targeted in the Old Bassett Heights Road project are elderly and have lived in their homes for decades, and that repairs have been financially out of reach for those households.
The resolution does not appropriate construction funds; it authorizes support for the grant application process. If the CDBG application is selected, staff said the county will pursue phased funding to serve the identified properties.
The board's vote was procedural support of the application; no construction contracts or specific awards were approved at the April 22 meeting.
Background: the planning grant that funded the county housing study was awarded in July 2023. Summit Designs produced the assessment that broke needs down by area, and county staff recommended Old Bassett Heights Road because of its concentration of qualifying households and identified dilapidated housing.
