City advances municipal clean-energy projects; NYPA authorization under review

City staff updated Climate Smart Kingston on multiple municipal clean-energy projects at the Feb. 26 meeting, saying design and permitting steps are under way and that a formal authorization with the New York Power Authority (NYPA) remains under review.
Julie Noble, chair and Parks Department staff, said NYPA had provided an “authorization to proceed” that staff were reviewing before signing; if executed, the authorization would connect city staff to NYPA’s subcontractor for 30 percent design work tied to a municipal decarbonization audit. Noble said the design contractor name was not finalized at the meeting.
Municipal solar work: The commission heard that a lot-line deletion for one project site had been approved by the planning board and staff would now complete assessor and surveyor steps before issuing a request for proposals for design and permitting; the project will likely require wetlands permitting because of proximity to a wetland.
Other municipal installations: Staff reported final approvals for pool and neighborhood center installations are nearly complete, with one historic-preservation approval scheduled for April 2. A signed contract with Ulster County was in place for a school or community solar installation (described as the “Hasbro car installation” in the transcript), clearing a step toward procurement and installation.
Thermal energy network and battery storage: Staff said due diligence continues on a proposed thermal energy network; battery-storage options were discussed but no procurement or pilot decision was taken at the meeting. Commissioners agreed to scope where battery storage might make sense using facility energy-use data already collected.
Municipal Renewable Energy Implementation Plan: Staff circulated a draft municipal renewable energy implementation plan and asked commissioners to submit comments by the end of the week; staff said the plan is bulky and comprehensive and that they expect about one more month of revision before sending it to the county.
Why it matters These municipal projects would reduce emissions from city operations and help test technologies at municipal scale. Several projects remain at the design, permitting or contracting stage; staff emphasized that state and historic-preservation approvals will shape timing and scope.
