The City of Kingston Planning Board on March 17 approved an amendment to the special permit for Parenza Unicorn Bar (218'220 Foxhill Avenue) to expand the licensed premises to an outdoor area.
Francesca Hoffman, the applicant, described the outdoor area as seating and string-lighting anchored to trees and said access to the patio is from an interior side door. Hoffman said food and drinks will be prepared inside and customers will move to the outdoor seating; she added patrons would be asked to vacate the outdoor space by 11 p.m. on most nights, with later indoor hours on Fridays and Saturdays.
Planning staff recommended a three-year term based on minimal police calls to date. The board attached the following conditions to its approval: the hours of outdoor operation will match the interior hours and the outdoor seating must vacate by 11 p.m.; the applicant must provide a copy of the liquor license and a copy of the lease showing control of the outdoor parcel; no amplified outdoor music or loudspeakers will be permitted; and the permit will be granted for a three-year term to expire in August (coinciding with the board's administrative renewal cycle).
The board approved the amendment by voice vote; one member recorded an abstention at the time of the motion. Planning staff said the outdoor use is a Type 2 action under SEQRA and no further environmental review is required at this stage.
The applicant and staff were advised to supply the requested lease and liquor-license documentation to planning staff so administrative review can proceed.
