The director listed active and recently completed ARPA initiatives, including Kingston Business Park redevelopment support, an affordable housing collaboration with the Kingston City Land Bank, a downtown mixed‑use housing plan, a housing right‑to‑counsel program, a mobile mental‑health administrative contract with Ulster County, start of a new ambulance program, wayfinding signage, a food‑system plan, a flood monitoring system for Rondeau Creek, Post Office Park improvements and business grant programs. The director also summarized earlier grant rounds: arts internship grants ($42,000 expended), nonprofit services grants (~$947,000 expended), small business grants (approximately $1,041,000 total), an $825,000 affordable housing fund for five properties, community events grants ($359,000), and a business promotion program ($50,000 to three business advocacy groups).
On spending deadlines, the director said ARPA reporting obligations have been satisfied and city funds are now under city control; the ARPA program remains on the city's spending plan through the end of 2026 and staff expect awardees to expend funds by then. "Those monies need to be spent by the end of 2026," the director said when asked, while also noting the city has fulfilled federal reporting and currently manages the funds.
Committee members asked for timing on wayfinding signage and the director said he would provide a schedule later. The director said the city will continue to update an ARPA spending plan summary published on the city's engagement site.
