Board staff preview charter‑school report, school recognition relaunch and private‑school application changes

He noted that authorizer funding rates are statutorily capped and that prior reports have recommended reopening the application window for new authorizations.
On school recognition, staff described a delayed relaunch that includes earlier data pulls, a centralized communications dashboard for districts and ESDs, and a plan to collect qualitative information from recognized districts about practices they credit for gains. The board was told the recognition criteria will again be revisited as Future Ready conversations progress.
Spalding also reviewed the private‑school annual approval cycle. Staff said the streamlined (pre‑populated) application will launch in early March with approvals scheduled for the June board meeting. He explained conditional approvals typically result from missing health and safety inspections and that staff are exploring ways to provide a more formal digital certificate for approved schools.
On boarding‑school oversight, Spalding discussed a rulemaking coordination issue: the board can only approve an accreditor for boarding oversight if DCYF’s companion rules are final. He said staff will continue preliminary outreach to accreditors and that the board’s own rulemaking hearing has been rescheduled to late March.
