County staff described the TRC scope as construction documents, stormwater plans, pavement design, permitting (including state or local use permits), traffic study and related site work; the quoted price was $58,300 and staff said the work would be funded from ARPA allocations the board previously set aside. A motion to proceed with the TRC contract passed unanimously on roll call.
Separately, staff explained that a contractor would not provide a fixed price without clearer site stakes and that a survey crew would be needed to determine volumes and whether rock would be encountered. The supervisors authorized staff to hire a survey crew and, if necessary, move funds from contingency to pay for the survey. That motion also passed unanimously.
Board members said the upgrades — including a parking area for roll‑off trailers and a new circulation road — are intended to make the transfer station safer and more efficient, and they noted potential grant or timber proceeds that could offset some work. Staff said additional grading and debris cleanup might be contracted separately once survey results are known and that the TRC plan effort will produce the detailed documents needed to solicit construction bids.
