The ALC executive subcommittee approved proposed amendments to the Legislative Council’s draft rules, including a renaming of the long-term reserve fund to the catastrophic reserve fund and renaming the EBD subcommittee to the State Insurance Programs Oversight Subcommittee.
Jill Thayer of the Bureau of Legislative Research walked members through the changes in the packet, saying the fund name change was “just a naming change to match the law.” She identified specific statutory-implementation timing tied to several acts, noting a new subdivision to comply with “Act 270,” and a provision effective Aug. 5, 2025, to comply with “Act 614.” Thayer also noted a provision tied to “Act 921” that affects moratoriums on watershed rules and that some items have specified effective dates.
Representative Lademan pointed out a typographical error on page 6 in item f; Thayer agreed to correct the wording. The subcommittee approved the draft rules with that correction and directed staff to email the changes to members and alternates as six days’ written notice; final adoption by the full Legislative Council is scheduled for its May 22 meeting.
