Staff said the applicant estimates two employees and about 20 customer visits per day; office hours proposed were Monday–Friday 10 a.m.–6 p.m. and Saturday 10 a.m.–5 p.m., with 24/7 gated access to storage units by customers via codes or key cards.
Staff recommended conditions limiting visible interior lighting after hours (including glazing treatments for upper‑story storefront glass), restricting building‑mounted lighting except where necessary for egress or safety, designing gated entrances so vehicles do not stop in Edmore Court, and maintaining emergency‑vehicle access and access boxes at gates. Commissioners discussed permitted contents for units; staff noted the zoning definition allows “personal property and household goods” but prohibits vehicle/motorized equipment storage and operating a business from the units. Staff said applicants could pursue a different special exception for RV or vehicle storage, but that was not permitted in PCID in this application.
