Staff said the proposed private street would be approximately 800 feet with an 18‑foot travel way and a cul‑de‑sac and would serve up to five residential lots plus a residue parcel; construction standards and a private‑street maintenance agreement would be required. The applicant’s representative, Jim Carson of Carson Land Consultants, told the commission he is continuing negotiations with VDOT over the entrance and asked for a 60‑day deferral.
An adjoining property owner, Tim Allen, testified he and neighbors oppose shared access through Shady Knoll Lane and expressed safety concerns about placing five driveways within roughly 200 feet on Courtney’s Corner Road where sight distance is poor. Staff noted VDOT had suggested pursuing shared access through Shady Knoll Lane but that those property owners opposed that option.
The planning commission left the public hearing open and approved the applicant’s request to postpone the item for up to 60 days to allow time to address VDOT comments and finalize entrance design.
