West Carrollton council approves bond anticipation notes, real-estate acquisition notes and county solid-waste plan

West Carrollton City Council members voted unanimously to adopt three emergency ordinances authorizing short-term borrowing and to approve the Montgomery County solid-waste management plan during the council’s regular meeting.

The votes came after brief presentations by city staff explaining the purpose and timing of the financings and the statutory requirement to act on the county plan.

Ordinance 3798 authorized the issuance of up to $2,800,000 in general obligation bond anticipation notes for infrastructure improvements in the city’s River District, and was placed on the agenda for adoption as an emergency to allow the city to secure interest rates and complete closing documents before a renewal date. The ordinance was presented by a city staff member. Mayor Richard Barnhart moved to approve Ordinance 3798; the motion was seconded by Councilmember Tomlin. The roll call vote was recorded as: Bridal — yes; Tilton — yes; Tomlin — yes; Boyle — yes; Dobson — yes; Barnhart — yes. The motion carried.

Ordinance 3799 authorized the issuance of up to $5,200,000 in various-purpose real-estate acquisition bond anticipation notes, including for land acquisition in the River District. City staff said the notes will be paid down as land sales occur and that emergency adoption was requested to lock in rates and complete required closing documents. Councilmember Freiman moved to approve Ordinance 3799; Councilmember Tomlin seconded. The roll call vote was recorded as: Freiman — yes; Tilton — yes; Tomlin — yes; Boyle — yes; Dobson — yes; Barnhart — yes. The motion carried.

Ordinance 3800 approved the Montgomery County Solid Waste Management District’s 2024 solid-waste-management plan as required by the Ohio Revised Code. A city staff presenter noted that the district’s plan was presented to council at the March 25 work session and that municipal legislative authorities within the district must approve or disapprove the plan. Councilmember Freiman moved to approve Ordinance 3800; Councilmember Dobson seconded. The roll call vote was recorded as: Freiman — yes; Tilton — yes; Tomlin — yes; Boyle — yes; Dobson — yes; Barnhart — yes. The motion carried.

Other formal actions recorded during the meeting included approval of the regular meeting minutes from March 25, 2025 (motion moved by Councilmember Freiman, seconded by Councilmember Boyle; roll call recorded as unanimous) and procedural motions to recess to a public work session and, later, to an executive session pursuant to Ohio Revised Code 121.22(G)(1) to consider the employment of a public employee or official. The motion to recess to the work session was moved by Mayor Barnhart and seconded by Councilmember Tilton and carried by roll call; the subsequent motion to convene an executive session under Ohio law was moved by Mayor Barnhart and seconded by Councilmember Bridal and also carried by roll call.

The ordinances were adopted as emergency measures, per staff presentations, to permit the city to complete closings and secure interest rates prior to renewal dates. No amendments or dissenting votes were recorded on the three ordinances during the meeting.

The council then recessed for a public work session; an executive session was scheduled immediately afterward, per the council’s motion, with the public invited to the work session and the executive session held under the cited Ohio Revised Code provision.
